“Draining” the Rainy Day Fund?

During the 2016 election, there was talk among voters of the need to “drain the swamp”.
Unfortunately, it appears that 64^th Wyoming Legislature may be “draining” the rainy day fund.
At least that’s the fear expressed by State Representative Mike Madden in discussing his frustrations with the current state of affairs in Cheyenne…
 
Madden continued to lament the current state of the legislative process…
When the savings are gone, there doesn’t seem to be a boom in the forecast to rebuild the state’s safety net.
